I'm setting up CUCM 10.x
Is there a way to add a public space phone (not associated to a user account) to the Corporate Directory?

Sure, you can add the account either as a local account and define telephone number on it, or you can build the account in LDAP if you have LDAP integration.

That would essentially turn it into a user phone (would take up a license). Is there a way to put a non-user phone (doesn't use a user license) in the directory. For example, a lobby phone that is listed in CUCM 10 as "anonymous" instead of having a user associated with it? I'm hoping there's a way to get them in the directory without having to use a user license just to get the phone listed in the directory.

No it would not, you need to assign owner ID to the device in order to track the phone under the user for licensing. If you simply add either a local user or define an LDAP user and specify the telephone number on it it has no bearing on licensing.
