We'll need more information to give you anything helpful. You mention an MGCP gateway and also mention inbound calls so I imagine calls are only failing through inbound/outbound through your gateway, not IP Phone to IP Phone. Is your gateway showing registered in Call Manager? Have you configured partitions/calling search spaces accordingly, ex. Can your phones CSS access the route patterns you are trying to call, does your MGCP gateways inbound CSS have access to the phones? Sounds to me like the gateway is down. I'd do a show controller t1 (or e1) and if it's a PRI do a 'show isdn status' and see if that looks good.
