Cannot reset password in the administrator UI

When I attempt to login to the UI console on my CUCM publisher, it asks me to login.  I log in and im immediately and Im told I need to reset my PW so I attempt too.

it asks for my current pw, I type it in and enter.

it then asks for my new PW, i type it in twice and it immediately jumps to the login prompt.  I try and log in with the new PW, it gets rejected.  I log in with the old and it asks to reset again.

 

So its just a loop of password resetting.  I ran into this before and I think I had to do a PW recovery so Im just wondering if anyones fixed this before.

Its for CUCM 8.6.2, Its the

Its for CUCM 8.6.2, Its the CLI administrator login I was trying to get into.  There is no particular command, Im just simply trying to login so I can get to the commands.
