Cant call from SIP phone through h323 to CUCM

Hello,

I'm configuring SIP 9951 phone on CME 8.6 but cant call to CUCM , at the same time with SCCP 6941 calls to CUCM there is no problem. Calls to SCCP phones on the same CME is working well too.

But when i call to CUCM from 9951 i hear in about 5 sec(silence) fast busy and call is droped.

Disconnect cause 64, invalid ie contents. What is it?

Help me please.
