CCM 4.x error : Connection to the server could not be established.

I have a Call Manager 4.2 Cluster and we are having some issues with the subscriber.

All phones are on subscriber and pub is on backup. Some services suddenly stopped working like TCD, TFTP & RIS so tried restarting them but no use so restarted the server. Now i can not access the Subscriber's CCM Admin Page and it is also not appearing in the CCM Serviceability page under Tools -> control center & service activation. It shows this error when i try to access it from Pub

Status: Connection to the server could not be established.

I can see all services from Control Panel-> Admin tools->Services console and they are fine, tried restarting IIS service but still the same..Although Sub is working fine since all phones are on the Sub and no issues with them but i cant access the Admin page and its not appearing in the serviceability page ? Any Ideas ?

make sure that if no using nic teaming only 1 nic is enabled. (this enabled means if no cable the nic appears as disconnected but still enable, you need to disable it)

dns, hosts, lmhosts are working fine.

under ccm admin, system server the information matches.
