[CCM 7.1.5] - Call back to cluster if all the route list options fail

We are having problems in some of our Call Managers solution design for external routes to other clusters of Cisco ToIP:

In our location Site A we have a Cisco Unified Call Manager 7.1.5 and a Cisco VoIP gateway.

We have a translation pattern that translates a public number incoming from the voice gateway located in SITE A to 11111.

We also have a 11xxx route that routes the calls to Site B (IPCC Cluster) through 3 options: Gatekeeper A, Gatekeeper B and Intercluster Trunk (non-controlled gk).

Both the site B as the two gatekeepers are in remote locations and are accessed through the WAN.

Our problem is that if all the WAN links fail in site A, the CUCM is not able to achieve neither site B nor gatekkepers and calls are lost.

Is there any way to configure an additional routing option in case of failure of the other options that rings the call on site A phones?
