Its not very clear in the post as to which phone you are having this trouble with. Say for ex: with your configuration ephone-dn 1 has Cor list CALLIDD applied. Since this is a superset of all other COR lists, this phone will be able to call using any of the dial-peers. While ephone 2 should only be able to call Local, Mobile and Emergency only.
COR list rule of thumb
If the incoming cor list is a superset of outgoing, call is allowed. If incoming cor is not a superset, call is denied. In any other combination where there is no incoming or no outgoing cor lists, or both, call is allowed by default.
