Unless your FXO provider allows transfers, this isn't possible. I've seen some providers support transfers over their network, but they are few and far between.
When the call comes in on the FXO port, you will probably have the port automatically dial an auto-attendant or receptionist. There a number of different options you can implement at that level to handle call control instead.
