CDR Analysis problem

How do the CDR know the phone number is international,local,etc.? I have the CDR logs which contain the phone numbers calling or called and the tags that splits the phone numbers into groups. I have a project that I want to get the international calls and tag the numbers accrording to their countries and I need to know how CDR seprates them into groups. For international calling we have to dial 00 first but in the log report there is no 00 in front of the international numbers.Can you please help me to find out how CDR considers which numbers belongs to whihc category?

Are you sure the CDRs don't contain the leading zeros...?

Are you looking at the files in, say, Excel ? Excel "helpfully" removes leading zeros from numbers. Open up a CDR file in, say, Notepad. Sure, it's not as pretty, but it doesn't remove any characters.
