a single CER cluster can support more than a single CUCM cluster. The question I have is would the CUCM clusters have to be the same version? Or could they be different as long as they were compatable versions with CER?

I have ran two different versions of CM with CER, but it was a while ago. I am not aware of any reason why you would be unable to do this as long as both CUCM versions are compatible with CER. Which can be determined here:
