cfwdall 2nd line of phone

Using CME's, is there a way to cFWDall the 2nd button (2nd line)?  Our remote office's use button 2 as the office main number and would like to be able to forward it to an external when needed.  I enabled cfwdall on the phone but they report they can only forward the first button line, not the second.
