CFwdALL to External Number not connecting

An employee tries to set CFwdALL to forward calls to her cell phone, but this isn't working properly.

I test by dialing the number from my cell phone. She gets a ring on her cell and answers. On my end, it just continues to ring and ring until I hang up, but if I speak over the rings she can faintly hear me talking.

We've tried forwarding to a few different numbers with the same results.

Any ideas on what might be causing this? We're using 7900 series IP phones connected to an ICS700 box.
