CFwdAll works only to internal number, not external
Please, I have some issue: two of my number, that have service for greeting (services: aa_dt and aa_dt_2946) doesn't work for CFwdAll for external number. It's working early, but doesn't work now.
So I have two number (1000 and 2946) that include in service. And if I activated CFwdAll on these cisco phones - forward to some external number, if someone call to one of these number he listen only short beepsora messagethat thephone numberis blocked. Other number, that doens't has service works good and CFwdAll works good. And if using CFwdAll from 1000 or 2946 to some internal number that have other forward it too - doens't work.

The short answer is that you don't.... That isn't entirely true while at
the same time it kind of is, but for the most part you don't configure
