I am making changes to phones in CUCM.
WHen I send the reset commands the phones are not resetting. If I manually reset the phone the changes are still not taking affect.

This is called "Change Notification Issue". You may try to restart Database Layer Monitor or CallManager service to fix it.

Hi, also if you have a CUCM cluster (Pub and SUB), verify that you don't have replication issues.
