Changing a Phone from SCCP to SIP without UCM

I'm trying to help a customer convert a 7945 from SCCP to SIP.  They do not have a CallManager cluster.  We have set up a TFTP server and unpacked the SIP files to the TFTP directory.  I created a SIPDefault.cnf file that only lists the new software version.

# Image Version

image_version: "P0S3-09-4-03"

That's sll that is in it.  Do I still need a SIP(MAC).cnf file?  Are we missing something?  The phones just wont load the SIP software no mater what we try.
