Changing from extn old to new

One of our customers have their existing DID numbers scattered all over, to clean up all that and fix that once in for all they went and bought a full prefix yes they have 10000 numbers now.

Since we've been tasked to do the migration from old number to new number I need our experts suggestion and tools (even third party) that might help to do this migration smoothly!!!!.

They are buying a new hardware to replace the PUB so I can do all these changes offline!!!

Customer has around 1200 phones so if there is any way we can do most of them as BULK instead of changing this manually that would save us lot of time.

Is there any tool we can use to export the information from CM database (they have 5 models of phone and scattered again with single line to 6 line phones)import back to database with the changes.I know it is not easy but still looking for possible easy way to do this.

Have any one done this before?

CM version is 4.1.3 sr3.

I sincerely appreciate every ones recommendation or best practice.
