Changing User Locale

Hi

     I am using Cisco Unified Communication Mnager 7.0 and i have uploaded Arabic Locale on it and it was successfully uploaded

     but when i change the user locale under device---Phone--select the phone and change the user locale to Arabic but there is no change

    on my CIPC 7.0 and i even extracted transform for Arabic language .so how can i fix this problem.

Did you reset the tftp service after installing your local

     Thanks for your reply,Yes i have reset the TFTP service but there is no change on CIPC
