CIPC restarts

I have a CIPC connected to CUCM 8.6.2a, I have tried the latest ES CIPC code as well as latest CIPC code, What happens is the phone reigisters soon as you dial the cipc restarts. Hit vmail  button cipc restarts

To get it back I need to chage id then change back..

Logs do not show anything

more info  this is from firewall team 

the packets (skinny/SCCP) received from your end exceeded maximum packet size and are dropped. Is there a way to segment them in your end?
