cisco 3825 and vic-4fxs no voice port

Good day experts. I have a bit of dillema. I got the hw in subject installed together but can't see the 4 voice ports in IOS. I have research everywhere and can't get a clear answer. The only sort of guess I'm getting is because I don't have any pvdm installed in the router. Can somebody help me? Thanks.
