Loging in to CCM admin page gives the following error: Cisco CallManager CDBLException Dump: [SQL login failure] Administration
You do not have access to this page.
This is a cluster of 3 subdcribers and one publisher. IIS wa re-started on one of the subscribers and since then, if we try to login, it ask for authentication and after username and passowrd is supplied, it still request for authentication.
This has happened at the same time when Phones were noticed not to be able to register with callmanager with error: registration rejected.

This is almost surely a Db Replication issue. So lets look at what to do while your Tac Case is resolved.
The first thing to do is to get the phones back in Service. You need to move any phones associated with the problem Sub to one of the working Subs. Have a look at the Device Pool and CCM Group relationship to find a Device Pool that doesn't choose the problem Sub as first choice. You may have to take the Problem Sub down to accomplish this and let the Phones failover to one of the working boxes. This way your users are back in service and you can resolve the "SQL" issue in isolation from this.
