Cisco CTI OS 9.0(4) error 12005 comes back after failover

Hello,

We are running Cisco CTI OS 9.0(4) with UCCE 9.0(4) and CUCM 9.1.  We upgraded recently and found that a number of phones required us to disable allow control of Device from CTI reset a phone, and then enable allow control of Device from CTI on the phones due to CTI OS error 12005.  We've worked through this but found after doing failover testing that we have to go through this same exercise.  

Is there a permanent fix for this?
