Cisco Unity 5.1 Exchange issue

I am having a strange issue with Unity when trying to import them from exchange.  I am thinking that it is a permissions issue but do not even know where to start.  When importing users into unity from exchange, some users are not showing up.  In AD I have compared both a working user's account and an account that is not coming up in the search but do not see any permission differences.  I am not sure what else to check at this point.  Any suggestions?

You could maybe check and see if the exchange folks added another storage group? If so then you need to run the permissions wizard and add that in as an available location for Unity to import users from.
