Cisco Unity Express disconnecting call after 5 seconds with destcause_value 16

Calls from CUCM are reaching CUE but disconnecting after 5 seconds with destcause_value 16 - normal call clearing. The CTI Ports and CTI Route Points are Registered in CUCM.

We deleted the CTI Ports on

We deleted the CTI Ports on CUE and then re-added them over-and-over until all were working OK.
