Cisco Unity Express - Problems logging into software

I am trying to access our Unity Express Software.  I have recently taken over this role and was told we were using this software.  I need to add a new phone / user to our phone system.  I don't know where/how to access this software.  I was told an IP address with a /Web behind it, but I wasn't sure where to access it.  If I try just entering the IP address into the web browser, it tells me I can't access it.  I was then told by the old administrator that I need to configure the firewall settings.  Where would I do this?  I am not sure if I need to be on the file server to do this or if I can do this remotely signed on as admin.  I am just totally lost and could use some guidance.  Could someone please help?  Thank-you!

CUE is installed on an AIM/NM/ISM/SM depending on the hardware model. This hardware has either a /30 interface with the router on the backplane or is left unnumbered and a static route is installed. Look at the router config, see what the IP address is, and whether you can route to it or not.

Further admin guides once you have the routing issue figured out:
