Ciso HWIC-4ESW with ILPM-4

I just bought an 2821 Router in ebay with HWIC-4ESW with ILPM-4 in it to supply power on my ip phones, but when I power up my ip phones connected to hwic-4esw with ilpm-4, it does not supply any power, the ip phone is not powering up. Am I missing a piece of hardware on the 2821 router? Like another power supply needed?

Yes, you need to replace the regulat power supply with the PoE model.
