We are running a CM 22.214.171.1240-13 BE system and just started seeing the "High Traffic Try Again Later" message appear on the display of a few phones. In one case the call was dropped as well. Checked all the logs on CM as well as voice gateways and don't see any errors. I found a post referring to this back on version 3.X and a memory leak on 4.1 but nothing newer.
