CM calling CME/CUE via VOIP

I have a customer with a CM site and a CME/CUE site. When I call from the CM site to the CME/CUE via VOIP I get a fast busy when it hits the call-forward noans timer. I imagine I am missing a dial-peer somewhere, but looking for some direction of what would be needed to make this scenerio work. Intrasite calls work fine, just leaving a VM if the CM is calling the CME side.

This is likely a transcoding issue. When calls get forwarded to CUE they are changing Codec from g729r8 to g711. You need to register a sccp transoder to the cme to perform this function for you.
