CME 4.1 - 7914 not operational

We have 7962 phones. One has a 7914 module and it sits there with all red lights. Here is my cfg. Can't seem to get it to operate properly. The load I am using is S00105000200.sbn

It sounds like the phone is not configured to have the sidecar. The 796x phones don't even attempt to communicate with the sidecar unless explicitly told to do so.
