I have ATA186 device in order to connect FAX with CME. ATA device have SCCP based ios so tell me can i configure fax through SCCP based ATA with CME. I gone through documents available on cisco but i think i have to change ATA software from SCCP to H323.

Yes, you can try with SCCP. In case of problems you can switch to H.323 or SIP later.
In any case, the most important thing is that, if you are using a digital pots line in the router, configure networck-clock-select 1 for said interface.
Yes. Not exactly sure how, but you'd need to enable modem passthrough under the voice service. This sets up the voice call and then lets the ATA and gateway negotiate the codec inside the RTP stream without CME interfering.
