cme hardware requirement

i am making a cme solution of 69 users. I have opted

Cisco 2921 router.

Do i need to upgrade dram to 1 gb and flash to 512.

for max. 100 IP phones on 2921 , 1GB DRAM and 256MB Flash is recommended. for CME9.1
