is it possible that quotation marks in qop="auth" in a REGISTER message prevent CME to register numbers with a SIP server as they are not RFC conform? If so, is it a bug in the IOS to place quotation marks there?
I don't think so. Indeed the quotes are allowed in any SIP header, and are usually present when there are spaces in the string following equal sign. Cisco uses them also for single word like "auth", so do other vendors, and is not violating any standard.
