Company-wide Outcalling

I currently have a centralized CM cluster with multiple remote locations. I have been asked to come up with a way to notify all employees via a telephone call using a pre-recorded message. These users may or may not be on the CCM system, and some users may be cell users.

Can anyone recommend a product for this?
