configuration of controlled devices for makecall

I would like to use/adapt makecall to place outside calls. Currently I can only place calls to destination devices that are specifically configured as controlled devices for the call manager user account specified in the makecall argument list. What call manager configuration changes and/or makecall coding changes do I need to make to be able to specify an outside 10-digit number as the destination (the last argument) in the makecall argument list. Thank you.

szDestAddress[TAPIMAXADDRESSSIZE]

The null-terminated destination address of the make-call request. The address uses the canonical address format or the dialable address format. The maximum length of the address specifies TAPIMAXDESTADDRESSSIZE characters, which include the NULL terminator. Longer strings get truncated.
