After configuring "Interview Handlers" CUC 7.1.3, and added the interview questions I received following when I call the number I assigned to this handler:
"this system is temporary unable to complete your call please call later"
The system never read the interview questions.

This issue is typically due to improper/missing locale. If this issue is seen on only one node & not on other node ( in case of HA ), please ensure you have the right/same locale installed on both CUC nodes.
Could you please elaborate on the setup i.e. HA or non-HA ? What locale is installed etc ?

So I just completed this last week. Created CTI route point, configured DN, pointed that number directly into voicemail. Created system Call Handler, transfer to interview handler, worked just fine!
