Connecting an ATA to external Phone ringer

We have CUCM 7 and I need to connect an external ringer to a phone in the factory.  I have setup an ATA directly to the ringer and shared the extention of the phone that needs the louder ring.  However, as soon as I plug the horn in the ATA's red light and the horn sounds constantly.  Why?

Sounds like the horn has  a constand "off hook" state.

What happens if you connect a normal analog phone to the same port?
