CSS does not apply to some phones

Hi everybody,
 
Here is the environment
2 x CUCM 9.1.2 (PUB and SUB)
2 x VG 3925 (VG1 and VG2)
100 x Phone 7975
 
Previously,  100 x IP Phone's CSS (DN level) was routing to VG2
 
After bulk admin (change CSS - DN Level), most of the IP phones call are routing to VG1 now
 
However, there are 5 IP Phones still routing to VG2
 
Therefore, I used the CUCM's Number Analyzer, and it said the Call Flow is routing to VG1 successfully!
But when I use debug isdn q931 in VG2, these 5 IP phones still routing through VG2?? 
I did restart and reset these 5 ip phones, but the problem still existed
What happen in here?

how is the Route Pattern

how is the Route Pattern configured? with Route List or direct endpoint?

any overlapping Route Patterns or Translation Patterns?

Those 5 IP phones are configured with Line Level CSS?

 

Please collect the CCM traces for a test call and provide the calling/called numbers & VG1, VG2 details too.

For my view I'll try to make a new CSS containing the good partition,  set it on the phone at the DN level and remove the CSS on the Device level to be sure it'll not take another route.
