CUC 7.1 Cannot Access Voicemail After New Registration

I have two CUCM servers (7.1.3.32900-4

) and two CUC (7.1.3ES26.32900-26

).  My phones are normally registered to the Subscriber, and normally

everything works great with voicemail.  However, when I stop the CallManager service on the Subscriber and force the phones to register with the Publisher, they cannot reach voicemail.  This means that the "Messages" button yields a busy tone and no one can leave voicemail for anyone.  I checked replication between the CUCM servers and it seems fine.  I am running encryption on the phones, but I would think that if there was an encryption issue it would just mean that the connection to CUC would be unencrypted, not completely broken.  Suggestions?

Hi there,

Can you can to ucadmin> Telephony Integrations > Port Group >Edit >Servers

and make sure your Publisher has been added in this section of the config
