CUC 9.x Cluster, "Add New Server" Greyed out

All,

I have a CUC 9.x cluster with 2 servers in it.  Trying to add a 3rd but under System Settings, Cluster,  "Add New Server" is grayed out.  I found the link below but none of the scenarios seems to apply to me.      Not running Business Edition and I already have a Subscriber.  I thought the 9.x licensing was set to allow as many servers in the cluster as I wanted to add.  The only thing that I thought might be relevant is the "Maximum Number of Servers Supported"  limitation.  How do I determine that?  Any suggestion on additional troubleshooting?

Sadly, Unity Connection clusters can contain a maximum of 2 servers

in AA/High Availability mode

Cisco Unity Connection Cluster Overview

Cisco Unity Connection supports a Connection cluster configuration of  two Connection servers to provide high availability and redundancy.

Thanks Rob.  Pardon my French but whose @&Q*&^ idea was that?  (Are you listening Cisco?).  I certainly hope it is currently a programming limitation and being addressed and NOT a business decision.
