CUCM 4.2 SQL db question

I am trying to connect to a SQL Server 2000 database on a workgroup.  The machine used to be on a domain but that is no longer the case.
My connection string is Driver={SQL Server};Server=IP_ADDRESS;Database=CDR;UDI=billing;PWD=****;

The error message I receive is: Login failed for user 'billing'.  Reason: Not associated with a trusted SQL Server connection.

I found some Microsoft articles saying that to resolve this issue in SQL Server 2000 follow the instructions to set User Authentication.

Go to Start > Programs > Microsoft SQL Server > Enterprise Manager
Right-click the Server name, select Properties > Security
Under Authentication, select SQL Server and Windows
The server must be stopped and re-started before this will take effect

Does that sound accurate from Cisco perspective? Thanks,
