NTP is synching to the server, however the phones are a full 2 minutes off from the network time. I'm guessing it has to do with the large offset value.
Any ideas on how to fix this error?

Try to reset the phone affected and restart the tftp service,

All phones are effected. All have the same time, that matches what the "utils ntp status" message result above shows.
My problem is that the callmanager is a off by a little over 2 minutes when compared to the ntp server its receiving the time from. All other devices that sync to that ntp server have the same time, except for the callmanager which is off by 2 minutes.

So call manager is not in sync with NTP server, try this
login as the root access
. /etc/init.d/ntpd stop
. vi /etc/ntp.conf
. remove "ignore" from "restric default ignore"
. /etc/init.d/ntpd start
