My time on phones that are registered to the Publisher are an hour ahead now. They were correct for the most part of last week but now they are wrong. What is the fix to correct this issue?

Remove the DST fix that was applied.

The DST fix was never applied that we know of. Where can I look to make sure the fix is not on there?
