Its related to the 797X firmware issue im having. I upgraded firmware to the latest and the phones will not register remotely. But if I back them down a couple versions, they work fine. However, local phones to the CUCM work fine with the latest firmware. I had a TAC case open, but we couldnt figure it out and though it was a bug in the new firmware for the 797x phones. But I have a deployment coming up and no fix is in sight yet that I have seen. Thought maybe this would be a good test for a workaround
