Im building a new 2 server cluster, this is not in prod yet. I have enbled EM and Change EM Password.
It was working at one point, I am unable to assign any other services besides intercom. Extension Mobility and Change EM Password do not show up on the menu in PHONE configuration mode
They are enabled under serviceability
If I go into phone services they are there.
Change EM Password
http://10.x.x.x/:8080/changecredential/ChangeCredentialServlet?device=#DEVICENAME#
service category is XML Service
Enable is checked off
Same goes for Extension Mobility
http://10.x.x.x:8080/emapp/EMAppServlet?device=#DEVICENAME#
service category is XML Service
Enable is checked off
I have enterprise services configured to point to non dns http://10.x.x.x links
Can someone point me in the right direction?

Did you checked the enterprise subscription option for any of the other services you've created so far?
Any service with the enterprise subscription does not need to be subscribed in the phone and won't show up when subscribing services.

Not anymore (Actually since 7.1 it's not lost when PUB is down), review this:

Enterprise subscription is true for both.

last question, if em is used soley and there are no hard coded phones to users defined and they loose the publisher, should i configure the url's with their DNS respecitve names ?
is extension Mobility considered a lost feature if the publisher is out of service and users all running on subscriber?
