CUCM 9.1.2 - Time of Day failed on incoming blocked CLI

Hello

We have configured ToD routing for customer to divert call to external 1300188763 AH/Weekend and it appears all working fine until customer reported when call from blocked CLI, it failed. Apart from this, ToD just work as normal.

Call flow is simple

Phone --sip-- CUCM -- sip -- CUBE(Service Provider edition) --sip-- carrier

I have collected that ccm traces and indicate error 604 from CUBE-SP

We have configured the ToD translation pattern to use Calling Party Transform Mask but it appears that CUCM is not using calling party transform mask in translation pattern when call from blocked CLI .

I have attached ccm trace and cube-sp debug for this call. Also the sip normalization script used for sip trunk.

calling - blocked CLI (0423348232) , called - 0280456421, time - 13:57:10

ToD translation pattern configuration

Calling Party Transformations
Use Calling Party's External Phone Number Mask- Unchecked
    Calling Party Transform Mask: +61280456421
    Prefix Digits (Outgoing Calls):
    Calling Line ID Presentation: Default
    Calling Name Presentation: Default
Calling Party Number Type: Cisco CallManager
Calling Party Numbering Plan: Cisco CallManager

Called Party TransformationsDiscard
    Digits  < None >
Called Party Transform Mask : 01300188763
    Prefix Digits (Outgoing Calls) :
Called Party Number Type: Cisco CallManager
Called Party Numbering Plan: Cisco CallManager

SIP trunk configuration:

PSTN Access: checked
Run On all nodes: checked
Remoted-Party-ID: checked
Asserted-Identity: checked
Asserted-Type: default

Any idea why CUCM is not using calling party transform mask in ToD translation pattern when call from blocked CLI and how to fixed it??

Fei
