CUCM Integration with 3rd party DB

Can anyone tell me if it is possible to integrate CUCM with a 3rd party DB for CTI integration and screen pops using database dips, without using UCCX . I have a customer that wishes to integrate their CUCM with their CRM system from Bullhorn but don't necessarily have a need for UCCX and are working to a budget. Has anyone ever done this with Bullhorn but without deploying UCCX

I work for a Cisco Partner company that also has a staffing division that uses Bullhorn as our ATS.  Did you succeed in doing any CTI integration with Bullhorn?
