CUCM Location vs Region for TelePresence

I have a few questions in regards to regions vs locations in CUCM.

10 physical locations, hub and spoke topology.

Single CUCM cluster at hub location.

My confusion is inter-relationship between regions vs relationship between locations.

Do the region relationships with other regions define the amount of bandwidth per call, and not total bandwidth?

IE:

Ohio region video bandwidth set for 1500 in relation to itsself

Indiana region video bandwidth set for 2048 in relation to itsself

Ohio region to Indiana region relationship video bandwidth set to 1500

If I set the Location video bandwidth for Ohio location to Indiana location relationship to 1500, does that mean that that is the most bandwidth in total that can occur between those two locations?

So, if that is the case, setting the Ohio to Indiana location relationship to 3000 would allow for two calls at 1500?

Locations define maximum BW for ALL devices in that location.

Regions define what codec and how much BW can be used, PER call.

EDIT: I'd strongly suggest you to read the SRND for this.
