CUCME conference problem

Hi! I'm facing a weird problem - unable to setup the hardware ad-hoc  conference on cucme 7.0.

The only symptom is that when the second  phone number is dialed and the conf soft-button is pressed for the 2nd  time busy tone is received and ip communicator displays "->5801" and  "busy" down on the screen (call status). 5801 is the first of 4  ephone-dns created for hw conference.

When simply dialing this  number the call status is something like "unable to set up a conference"  (russian locale, not the exact text).

When testing I used CIPC  and dialed first the mobile phone through analog lines to phone service  provider (successfully) then

pressed conf button and dialed  external phone number through voip peer (also successfully) and pressed  conf button 2nd time.

The same scenario was tested on local hard  ip phones with the same result, so I don't think the issue is related to  tall-fraud protection mechanisms

or something like that.

What could cause this behaviour?

I'm  almost sure it worked when I was testing the system and I thought it  could be COR-related issue. But I tried to remove corlists from affected

peers  and dns or assign different in and out lists to a block of conference  dns with no success.

Box is cisco2821, sw is  12.4(20)T4 adv. ip services, cucme is 7.0(0), phones firmware is 8-3-3S  and 8-4-2S (doesn't affect the case as I expiriment on CIPC), CIPC  version is 2.1.3.0.
