The ports/RPs should register back automatically. I would advise enabling and collecting detailed level CUCM/CTI traces from the CUCM nodes and then gracefully resetting the CUE module to see if that will allow them to register back. Once you have the traces, proceed to open a TAC SR to further investigate the issue.

The below trick might come handy when you have to add a new node to a cluster but you don't have or is unsure of the security password for the publisher. This procedure has been around for ages.
