CUPC Dialing Via Device Control Fails

UCM 7.1(2), CUPC 7.0(2)

When using CUPC dialing in softphone mode succeeds, but not when controlling the user's primary phone through CUPC. Dialing from the phone (minus CUPC) works fine. Any ideas?

Under System Health, are you able to control the Phone?

Internal dialing works?

Any Application dial rule configured?

"Your call cannot be completed as dialed"

and CUPC shows "Bad Number".

Both Softphone mode in CUPC, and calls from the physical phone succeed. Calls from CUPC in device control mode fail to the PSTN. Internal calls work though.

No dialing rules are configured.
