We have a CUPs server conecting to CCM ver 6.1.2 The UP SIP Proxy service hangs intermitently and requires a restart to correct the fault. The SIP Proxy always shows as started and active. We notice that we cannot telnet to the CUPS server on port 5060. Any ideas as to what could cause this or where to look next.

I know this doesn't help you directly, but you may want to look into CUSP as a replacement for your CUPS SIP proxy. CUPS wasn't designed to be a primary SIP proxy whereas the new CUSP module is.
